This is my assumption and speculation on the 'Gobeli Tepe' site: Some sites are preserved for 'future generations' due to an inadequate level of examination, and due primarily to inadequate (present day) preservation techniques and unnecessary over exposure that could potentially damage or destroy 'unknown' artifacts. Because the site is so large, it could be considered reckless and dangerous to over-excavate a site just to excavate it without proper, more advanced techniques in long-term preservation. As the site sits, buried, it is well preserved. Once dug up, it is then up to the site management to determine the long-term effects of exposure to the ancient site and what damages could occur due to environmental factors. Therefore, keeping only the "5%" as an ongoing excavation is far better than to unearth the entire site. Also, it is likely determined that since the remainder of the whole site is similar in construction, it was deemed unnecessary to dig up more, but to only focus on the current site for further unearthing and preservation. Additionally, the site must be managed financially, this includes recouping 'tourism' dollars to offset the site. Setting aside a 20-year management plan is part of that financial plan. I know, for a young person, 20 years seems like a long time. But as you age, you soon realize that 20 years comes and goes in a blink of an eye... it truly is not as long as you would believe. Given the fact that the site is over 11,000 years old, 20 years is but a blink of an eye. So, be patient. Become your own researcher in the meantime, and if so, become an expert on archaeology so that one day, you too may get the opportunity to oversee a site such as this... then you will appreciate why unearthing such site haphazardly are never a good idea. For now, the best is yet to come.

As a Turk, I can ensure you that the Turkish public has no idea whats going on in Göbekli Tepe. When they were building the "roof" over the site it was declared that the excavation is coming to an end. Anytime it was stated that the only %5 of the site was excavated, it was said in a very *very* vague tone that it would imply that there're closer sites like Karahan Tepe was the remaining parts.
I really don't think any tourist visiting the site, both the Turkish and foreign, have any idea about this.

There are some independent, investigative Turkish journalists and reserachers who have drawn attention to various mysterious incidents related with the excavation at Göbekli Tepe.
    1) First of all, during the initial excavation under the leadership of German archaelogist Klaus Scmidt, a midsize human statue was unearthed towards the end of a working day. The Turkish archaelogists advised Schmidt to carry the statue (it was around 1.6 mt tall and light enough to be carried by the staff) to their camp and keep it there during the night as a protection against possible theft. But Schmidt adamantly refused the idea (one of the Turkish assistants later said that Schmidt's reaction was unusual and surprised them, but they couldn't object to him much as he was the administrator in charge of the excavation). And when the staff went to the excavation site the next morning, the statue was not there. Schmidt appeared nonchalant about its disappearance and didn't want the issue to be talked about much. A few years later, rumors circulated among well-connected experts in Istanbul that the said statue had been smuggled to Europe through an international organization and landed in Switzerland, taken into the custody of some "mega-rich guys" who view the statue as a sacred relic of immense importance.
2- Again during the excavations, shortly after the mysterious and organized disappearance of the human statue, a European (most probably a German) archaeleogist with deep connections to some extremely powerful groups, came to Şanlıurfa (the province where the Göbekli Tepe is), hired a car and visited the excavation site, talking with Schmidt for hours on end. Then he left the site and drove the car towards another Turkish city. It was a warm, dry, and sunny day with perfect road conditions. But he was found dead towards the evening, as his car swerved off the road and hit a tree (or a rock) in a nearby orchard. Turkish authorities found the accident a suspicious case. The conclusion of the authorities was that there occurred a car chase and the guy was either lost control of the car and crashed into the object, or was directly hit by a pursuing vehicle.
3- As the importance of Göbekli Tepe was understood well and the details about the site made the headlines in publications like the National Geographic (NG) magazine, it became a scientific sensation worldwide. Curiously, however, Göbekli Tepe's importance was sort of hidden from the Turkish public for long (and it still is). A notorious example is the famous NG Global issue with Göbekli Tepe as the cover story. At the time, the NG magazine had also the NG Turkish version (its Turkish publication was discontinued later) but the Turkish edition's cover story was a totally different topic (I don't remember but it was something like artificial dog breeds) in that month. And guess who was publishing the NG Turkish: Doğuş Dergi Grubu (Doğuş Magazine Group), yes the publication branch of that WEF-related Doğuş Holding, owned by the billionaire Ferit Şahenk (by the way, Ferit Şahenk's wife is an American). That blatant contradiction attracted the attention of independent Turkish journalists and they rightfully asked "Why the Turkish people is prevented from learning about the importance of Göbekli Tepe, why that global magazine's Turkish franchise hardly ever makes reports about it?". Of course, they couldn't get an answer from the Doğuş Dergi.

If "Conspiracy Theorist" is the name for people who don't think we're told the whole truth with reservation or detail withheld, then I'm happy to wear that title. We have seen out of control lying in the past decade. There seems to be nothing that's the whole truth anymore, so now I start with the opposite. If there are people mocking the Conspiracy theory then I start there and see which viewpoint is grounded in probability and which one is narrative. Ancient history is almost all narrative anyway so it's not much of a leap to assume that all of the correlating details that don't fit the narrative point at history being 'some other story'. For me, highest probability sits with a prior human civilization that spanned the planet. Too much similarity in style, keystones and nubs and artwork for it to have been produced coincidentally and for all of them to have disappeared 11k years ago. so, assume the official narrative is a lie. I just don't know why it's important enough to lie about. Normally lying is all about power and control, so, what is it about history that makes improves power and control with the current story. I really have no idea what could be so bad...

ding ding ding, though it's also been corrupted since the beginning. Anyone looking into archeological finds would see they've been hiding most of anything that contradicts the chosen narrative. It's just that Gobekli Teppi happened to be dug up in the age of the internet, and was a huge sensation. So why not make it a tourist stop, prevent further study, and control the narrative of it, or rather, crush that narrative. It's not much different from the Smithsonian hiding bones and archeological digs, or even colleges and other groups that fund them. There was a huge dig in Mexico that showcased Clover culture had reached that far South, at a likely far earlier period than suggested, and with a higher grade of technology and better tools but the clear same cut and style marks. That was shut down, its story buried on page 10, and all the site evidence boxed up and put into a warehouse the archeologists had no access to, and couldn't get any court to help unlock. That was like 2007 or 8.
There are also sites, including in Turkey, that are far older than Gobekli Teppi, but go under the radar and get shut down. Nope, can't have anything proving world wide cultures with high technology, or any technology when we're supposed to be running from lions and Neanderthals, hiding in caves. The few lucky able to form a village in temperate zones, but the majority were just supposedly hunter gatherers...oh, but don't let them tell you that ALL the supposed cave paintings found, that are 5,000 years old or higher? Are all decomposing in 20, 30, 40 years, and they've been "painting" over them to preserve them. Meaning that for the thousands of years prior to us preserving them, they were somehow magically in stasis and preserved naturally, despite being open to the same elements they are since we've had to...keep them around. So I would say it's always been a farce, always. There's nothing in science, since the invention of science, that shouldn't be questioned when it comes to control of information and our history.
Anyhow, cheers, and sorry for the blocks of text.

Some context and clarity from an archaeologist (myself):
    a) While Dogus may have both funds available and rights to excavate, nevertheless funding is a neverending issue in the field of archaeology. They may be preferring to put that money towards other projects. Paying a whole crew and providing them with sufficient gear isn't cheap. Billionaires can of course afford it, but we all know they don't like paying normal people more than they have to.
    b) The fact that billionaire investors are the ones who own the rights for Göbekli Tepe is very typical of anything worth digging because few governments both have sufficient funds for scientific research and actually care enough to grant it for such enormous long-term excavations. This is especially true when the 5% (or whatever the real percentage is) which has been already excavated revealed most of what we could expect to learn from digging up the rest for a fraction of the effort and cost. It doesn't make much sense to throw 20x as much money at finding the last ~20% of information not already discernible.
    c) Corporations and governments destroying valuable sites in order to put in roads, pipelines, or businesses is unfortunately very common, especially in the developing world. Rich people can do whatever they want, laws, knowledge, and heritage be damned.
    d) One important reason why certain archaeological questions are not investigated is tourism. If it brings in more tourist dollars to leave certain questions unanswered, that's what many countries will choose to do. For example, in order to settle the debate between Graham Hancock and such on the one hand versus mainstream archaeology on the other, the wooden beams in the Great Pyramid could easily be dated precisely with a combination of carbon dating and dendrochronology to both account for potential error and to calibrate the date to a specific year, but the Egyptian archaeologists and government refuse to do so because letting the mystery remain unanswered brings in more tourist dollars.
    e) Lastly, the region is prone to earthquakes, and since archaeology is an inherently destructive field to begin with (you can only excavate it once, and doing so both damages it and subjects it to weathering and contamination), it's becoming increasingly common to avoid excavation when you can learn most of the same information from a combination of a smaller dig and some ground penetrating radar. This is a more sustainable way to do archaeology that preserves culture for future generations.
In summary, while it is shameful that such important and ancient sites as Göbekli Tepe are being not only neglected but even partly destroyed through construction, it doesn't necessarily indicate some sort of conspiracy or anything like that. It's just rich people making more money while science suffers as a result combined with not wanting to destroy what's there by exposing the whole site to the elements and looters.
