When regulations do come in, the owner will need to apply for any of those schemes that saj has outlined, this will indirectly affect your rent to rent. If, for instance there is a planning regulation set, especially for 6 bed rooms, the cost involved will affect you, not the owner.

A landlord recently signed a management agreement with my limited company, I then called my local council to apply for business rates, and was told that as it's a residential, rather than commercial, property, I need to apply for a "change of use" license. Has anyone else experienced this? If so, how did you respond?

Everytime the government regulates costs go up if the government wants to control housing then build social housing.
