Best guess is degraded capacitors on the mainboard. If you power it on and off enough times, eventually it works. Power it off and unplug for a day or so and you're back where you started. So effectively the mainboard is dying of old age. Time to move onto something newer.
A 2006 model? I think its time to upgrade a bit don't ya think :) I think that its ready for a nice rest and you go buy a newer PC. I could be wrong but it might help all that :)
no offence but this is imposible to tell what's wrong here or what the issue that bothers you even is. This is a very old PC, i'd suggest you buy a cheap modern one instead if you use it on daily basis.

just jump to a cheap AM4 socket with cheap A520 for mere 49$ with ryzen 5 2600x or 1500x
