Wait if your just starting that account there is no way to get a team captain to a 99. Those tokens come from past promotions that are gone.
You can still receive team captain tokens
@TauntLive certain team captain tokens came from certain promo field passes that have been gone for awhile.
You can get all the tokens from the Team Captain objectives that are in the archived section
