you can just beat him by repeatedly jumping back and using your best air-to-air button. was one of the earliest cheese strats against him back in the year the game released.

you could take all rooster only by perfect with Terry ! there is a combo that loops but works only against CPU ! and rugal had a bug if you jump in your place 2 or 3 times he will does the dp then you go to him and start a loop easy way to get him without losing a single HP

In SF there arent many reflector powers. Rose was the first character with one. But by the same time Rose debuted, SNK already had many characters with reflector powers. The devs kinda wanted to promote an antizoning game design, or at least a basic SF-like zoning. A zoning playstyle tends to be more layered and nuanced to work in KOF. In short the place and status of fireballs in KOF is a little different than in SF because of the different mechanics.

I played a lot of KOF's back in the day and from what I can tell you is this. Omega Rugal is weak against versions of dragon punches done by characters that can do them. You might not hit him all the time but most of the time you will connect. You have to run at him and do the dragon upper. Hope this helps you.
Ho Kof 98, when I was 15 my classmates played a lot of Kof after school in the arcades and they were able to beat rugal, I never managed to beat my classmates they really know te game, I can't even touch them. 😌 That was amazing to witness.
I don't see you try the common combo route for KOF, Heavy button to command normal light buttons then a special or super. Example: C - f.A - Special/Super or C - f.B - Special/Super. Also, winning against O.Rugal with time out is no shame, he's really tough. Reacts to light punch with a genocide cutter, Genocide Cutter being the highest priority move ever (Terry's Rising Tackle can beat it sometimes) and his teleport moves gives him plus frame when blocked I think. One strategy I've seen people used in the arcade was to jump and attack in place to make him do a fireball I think and then you jump in on him.
He isnt used to KOF gameplay, simple. And that must be alright for someone so focused on SF. The transition isnt simple because many small unique mechanics, like this combo system, are hard to fully incorporate in your playing, even if you use it right in a trial mode, training, etc...
To think that this is actually one of the easiest Rugal fights, pretty annoying but nothing impossible, there are ways to bait his moves. One of the simplest is to just run towards Rugal and roll when you are near him, there is a chance he goes for DP and you can punish him. Is not guaranteed, but it makes the fight significantly easier.

Capcom has a wide spectrum of fgs, and SNK, while it doesnt have it as much, has more variety because they made more games (real new games and not "revision" type sequels). It's a tricky comparison actually, unless it's a plain SF x KOF comparison... only each one's most famous brands.

You think '98 Omega Rugal is tough? You should try fighting him in '02UM! You have to go through arcade mode on a single credit and OCV the final boss in order to earn the right to fight him. There is one more quirk about it I'm gonna keep quiet about. I don't think you can do it.... Unless you're gonna dedicate an entire streaming session to this challenge.
In a way 02um is the hardest because of no continues, and in another way 95 is the hardest. Because in 95 he is more broken and you need to fight Saisyu first, and in 95 you dont have strong mechanics like the Max mode system and hsdm moves to help. In short 95 O. Rugal is much stronger.
Rugal 2002 um is almost the same as the one from 2002, so several old strategies work, if he can beat that one he would also beat the one from 2002 um, the difference besides that he can't continue is that Rugal has more health, but is only matter of trying it since KOF 2002 um is not an extremely difficult game like KOF 94 or 95. Anyway, I think the most difficult in terms of AI is Rugal 95, it is extremely difficult to fool him and almost always waits for the player to counter attack, in addition, the damage it does is also much higher due to the KOF95 system, then there is Rugal 94 which is very similar but it is easier to beat that version by time up.

This is one of the reasons why I despise playing fighting games on maximum difficulty level, which is level 8, or fighting games that were set on level 4, but also plays like a goddamn human being , especially if the game was released in 1995 or earlier, which are what Justin Wong would call jank fighting games. I personally prefer fighting games on normal difficulty level- level 4 at the arcade that are fairly easy at first stage, and games that give me and everybody else a fighting chance. It's no fun playing fighting games at maximum difficulty level and you lose on the first stage. I don't give a fuck what anybody tells me about this because I speak for personal experience.😉

For some strange reason, when I played Guilty Gear Strive last time I was at my arcade, it started off so fucking hard on the first stage, but then, it got a little easier as I played through. Crazy, isn't it? Even at the easiest difficulty that I set it on in the PS4 at my arcade. I wouldn't recommend playing that shit again because of that start-up. But on the other side of things, Guilty Gear Xrd 2 was indeed quite impressive.😁

If you wait out the clock with more health, you win. Found that out after 30 plus minutes of fighting him.
