Ok I want to explain one thing, I know that more than half of the fandom takes Ciel's asthma attack yaoi type, and the reat are like Sebastian is so cruel he was having fun when Ciel was suffering, well if you think about it he still got him out of his attack, even if it was dark he still got him out before anything worse happened, also for a person like Ciel you can't just hug him and say 'don't worry you are not alone I'm here for you you'll be fine' and hope that will get him out because that doesn't make any sense, Ciel also doesn't seek comfort from anyone, not even himself cuz he knows the truth, also we can't just think that Sebastian would do that, it's not his personality, just imagine him doing that, yup that doesn't make ANY sense, so the fastest way to get Ciel out of an attack is to remind him of his present, of his condition, be as straight forward or cold as possible or else that would freak him out more, in the manga it's darker but let's talk about what's happening here, so I think what Sebastian did makes sense, cuz if I was Ciel I would definitely think something is wrong if Sebastian behaved any other way.
