There is no doubt that it is from the obligatory duties of those in authority of the Muslims to carry out jihaad, and when the ruler orders to march forth then everyone must go, except whom he leaves behind and excuses. This is one instance when jihaad becomes obligatory and the leader makes the call. However, there are other instances where jihaad is obligatory and that is in defending yourselves and your property in order to protect your deen and dunya against the attacking disbelieving enemy. At this instance, the call of leader is not necessary, rather you defend yourselves in the best possible manner, and if these Muslims are not able to defend themselves or are negligent in this regard, then the Muslims closest to them must help to get rid of this enemy and encourage and incite them upon preparing and carrying out jihaad, this scenario will carry on to the extent that even if the Muslims collectively have to get together to get rid off them then this is what is required. It's a shame that we attribute ourselves to the salaf, meaning the companions mainly, and we forget their manhaj, especially their passion for jihaad in defending and spreading Islam and the Muslims. Their saying in sahih al-bukhari clearly shows this passion, "we are those who have given our allegiance to Muhammad, upon carrying out jihaad until we remain." Upon hearing this the prophet Muhammad salalahu alaihi wasalam made a Dua for them. In the Quran, the way of the companions is mentioned, they have sold their lives and wealth to Allah in exchange for paradise, they kill and are killed (in the way of Allah, defending and spreading Islam and Muslims). Imam Awzai mentioned the companions were upon five things, holding onto the Muslim body, following the Sunnah, prospering the masjid, reciting the Quran and performing jihaad. It is with great sadness that this great act of worship has been neglected by the majority of the Muslims collectively, the ordinary among them and those in authority, hence it is one of the reasons behind the disgrace and humility we are facing. There is no doubt that other factors are also involved such as neglecting the deen in general, and giving precedence to worldly affairs which has subsequently led us to chase it taking no consideration of what is lawful and unlawful, hence corrupting our core beliefs, falling into riba, looking up to the disbelievers and their systems, and this has led to the lack of passion for jihaad and martyrdom. It's not a surprise, subhaanAllah, because the truthful, Muhammad salalahu alaihi wasalam, made us aware of all this. It's a shame today when someone talks about jihaad, he is commonly labelled as a jihadist, terrorist, kharji, ikhwani, suroori etc, no not by the disbelievers only, but by Muslims, and not the ordinary Muslims, rather those attributed with knowledge, inna lillahi wa inna ilaihi raajioon!!! They have not been able to differentiate between fasaad (mischief and corruption) and jihaad, and also have not been able to recognise the proxy agents of the disbelievers among the Muslims who are used to portray jihaad as fasaad, and cause civil unrest within the Muslim countries by declaring Muslim governments as kuffar and then fighting them and the ordinary people, this is not jihaad but fasaad. Afghanistan was not conquered by the grace of Allah, rather the Muslims fought back the attacking enemy and repelled them with the support and aid of Allah. The Muslims fought with patience, remained steadfast and persevered without giving in, and Allah by His grace gave them victory over the disbelieving attacking enemy and their alliance of fifty plus countries, wa lillahil hamdu wa shukr. Also, I would like to make clear that many salafi scholars gave verdicts that the jihaad in Afghanistan is jihaad fi sabeel lillah, and actively participated by the grace of Allah.
