Your comparison is way off.. Neither abilities increase in dmg per second or increase gun damage taken without requiring other items to do so. There is a reason every single Vindicta is using it right now, it makes her gun dmg absolutely insane and you can lock people in it with her aoe snare. It's just a bit overtuned right now.
