kamegoi no problem! I'd personally recommend starting with the first movie, because the anime has a slow start (it takes until episode 4 before the story gets moving) but both of them are good in their own right :P
Is it okay to watch the movies first and make a first impression without knowing the anime seasons? The order would also be much better for time reasons.
kamegoi The first two movies are technically recaps/redone versions of the first two seasons, so it is possible to watch the movies instead of the show and get a pretty good idea on what's going on. But I personally would recommend watching the first movie, then the second anime season, and then if you're interested, watch the second movie. The movies cut out a lot of stuff and change a few things to condense it into 2 hours, which may or may not be a good thing (it's a YMMV kind of thing.)

So no issues other than the time gap and preferences. Besides with the name Time Space Administration Bureau, wasn't it already something of the sort to begin with?

There are going to be a lot of characters showing up and a lot of stuff we don't know about because we skipped two decades! Your are complaining mostly about nonsense and about not getting exactly what you want, tuff luck about that. Not meeting preferences is not the show's fault.
