That sounds like Great Paul of St Paul's Cathedral in London which I gather is not rung now at 1pm each day as it used to be due to a problem with the swinging mechanism.

Not to split hairs on the issue but that is actually ringing the bell as a chime or carillon is associated with several bells I would have thought but I do stand corrected on this if need be. A single bell is rung like Big Ben in London rings out the hours & the 4 quarter bells sound out the Westminster chimes. Hope this is helpful.
