Unfortunately if you report a dog in this shape and they are at the groomer the humane society sees it as the owner trying to better the dogs situation.

I love short grooms. So slick and clean. The dogs love it too. No skin pulling because of mats. Not sure why all that long hair was left. Owners already proved they dont brush.

Maybe it was a rescue dog.
Short grooms can mess up the fur, especially if it’s a dog with a double coat. A groom that short is only done on bad cases, like this
