I think it’s still in development, this means it’s still getting upgrades hence the ‘early access’ they probs want the best version of it as the on you will buy in game
At the top right, you can see "Click for XMAS event." Click that, and it should take you to a page with the rewards on which you claim by collecting a certain amount of passengers after buying the xmas pass

just wait for 1.4 its much more worth it and besides you cant get them anymore
@ymodnar You can get them, they are still able to grind for until after xmas
