Do his hat count as charged attack to utilized 60% dmg?

Generally, they don't, they just lose 10% damage from 2nd part of the passive.
Edit: However when you blow them up with his skill, it seems to be working just fine. It sometimes works on the homing shots, too, but it's unreliable.

@@aqwandrew6330 If the enemy has a weakpoint, Prototype Crescent should be better due to the sheer amount of attack% it provides. Song of Stillness, however, would be a more consistent option.

@@match3699 At that rank just use whatever artifacts you can with ATK%, you'll get better ones after AR 45. As for the weapon, any of the 3 star bows are fine, but later you might want to swap to Prototype Crescent or Song of Stillness - the new Fontaine craftable.
