Are you counting the houses from the placement of the ascendant on the D1 chart or from the location of the ascendant on the D9 chart? they are not placed in the same places.
D1 and D9 ascendants can be same or different... Just see which planet is ruling the 7th house of your D1 chart and in which house is it placed in the D9 chart.

2. For example : your 7th house sign is Cancer, then look at the planet that rule Cancer. It's Moon. So, Moon is your 7th Lord.
3. Look at the position of your 7th lord (on this example is Moon), then wherever Moon place in, thats where your 7th lord position.
4. If you want to see 7th lord (on this example, Moon) in D9, then look at the Moon in D9, in which house it sit.
