The grey variant of Rage Wars is rare because the original black cart has a bug in the game that prevents you from beating the game in co-op mode, I believe. All black cart Rage Wars have this bug. They did make a fixed version, but you had to mail in your black cart for them to send it to you. The copy you got back was for whatever reason in a grey cart. Not many people bothered to do this as you can tell, which is why it's so rare.
Random Trivia: The guy in that Atari commercial is James Widdoes, who was in "Animal House" and then went on to direct nearly EVERY episode of "Two and a Half Men".
