11 minutes is pretty short. I mean of course he barely is in season 1. In season 3 he has the duel with Sandor and then maybe a few dialogue scenes (where they sell Gendry). In season 6 he appears a bit. But then in season 7 he goes around with Sandor, ends up at Eastwatch and is around for the entire trip beyond the wall. Also in season 8 he has a dialogue before the long night and then his final fight. That combined should be more than 11 minutes.

Guys, the reason y Ned has more screentime : as they've shown Ned as the 'main protagonist (more screentime)' in S1 until they killed him.. S1 was purely based on Ned. And as the seasons passed the characters like jon Snow, arya, jamie's screen time got increased as they've become more important.

Everyone talks about Ned Stark, but it amazes me how Khal Drogo has almost the same screentime than Beric and Thoros combined despite dying in season 1. And more screen time than The Mountain in the whole show.
He also has a very important role in the books. His voyage to Oldtown with Maester Aemon and Gilly is actually very good. A nice little personal story about them to balance it with all the grander tales. Good fantasy knows it can't be epic all the time because the grander moments lose its impact. Tolkien was also very aware of this. In a way both Sam's kind of have the same role in the story in that regard . They tell us to slow down, read a book, cook a nice meal... you know, stop amd smell the roses every once in a while.
