Creating cities are difficult, it needs a base plate for buildings, a base plate for the roads, a base plate for grass, over passes, small and big roads to add to that detail, mountains so that it can show scale or just have a slighty lifted horizon for the background lands, docks for near the sea.
Detail for the rooftops, a slightly convincing interior 3d design but just enough to make it feel real, complex traffic, low poly civilization detail, rare planes or helicopters, at night time maybe have it more busy and include realistic traffic jams and most big industrial builds will be lit to show late night workers or cleaners.
It's amazing just what we can make when we consider everything that goes on in real life.

I imagine you could make extra maps that allow no buildings on a grid (roads) or have a gradient that governs the upper bounds for height (areas with tall buildings)

Can this work with terrain building?
Of course, change the cubes on the right( That we took our samples from) with your 3d model.
Or you could just subdivide a flattened cube and extrude as you deem fit
It's not the same. Here you can add your buildings and towers and make them randomly scatter on the plane
