Because people are not very educated and there are enough that don't believe/don't understand the concept of germs. Also most people have not been really exposed to illness, infections, disabilities etc so they kinda just think everything in our modern world is safe (or if it isn't, then it is a conspiracy and not something obvious).

I don’t work at Sephora but I work at a beauty boutique in Shoppers drug mart in Canada. I have people ask to buy the testers all the time when we run out of products. It’s so annoying and even worse they usually get stolen.
When that happens in my shop I go in another way: "Maam, do you really want to get a product that has been used for 5 years old yesterday to paint their shoes or be in some old granny's mouth (which I am sure had herpes)? If you want it, sure, I was going to remove it anyways, but be my guest." 😂
Businesses do, in fact, reserve the right to refuse service for any reason they deem necessary as long as they can back it up indiscriminately. The moment they get out of line, that’s enough to refuse and shut the conversation down. We have it posted by the register in the window so it’s an easy point to the sign and a walk way.

Always be nice to the Sephora employees! I went in to get a stick foundation about a month ago. The girl working was super helpful, but it turned out they were out of my shade. But I didn't throw a fit and was super understanding, because it happens! It wasn't her fault they were sold out of the product. Plus, at the end of the day, it's just makeup! The girl was so sweet and offered to put the rest of it in a sample for me so I could try it out and come back when they had more in or order it online (there's was only like a quarter of the stick left). I've worked in multiple customer service jobs (retail, banking, bartending), and have been treated like garbage by customers for things that have nothing to do with me and are out of my control. Why people are mean and rude to retail workers is beyond me. They literally hold the keys to the kingdom! Kindness doesn't cost you a dime, and can go a long way. You shouldn't just be kind to someone to get more out of a situation, but showing a little kindness and understanding definitely makes those of us who work in customer service willing to go the extra mile for you! Especially during the crazy holiday season.
I recently had a lovely older lady ask if she could have the tester. When I explained that I couldn't do that she politely argued. When she refused to listen to me I said ill go and grab the manager and we can ask her. The customer says, oh no dear, we don't need to ask the manager😂 my manager is an awesome lady and decided that because our store is moving that she would just give her the tester since it hadn't even been opened yet. So it did end on a good note🎉
The number of times I've had to tell customers, "For sanitary purposes, I can't sell you the tester," is concerning. You're that desperate for a product that you're okay with risking pink eye or mono?
Even if you for some reason didn't care that it's contaminated you'd think knowing it's half empty and still costs the same would be enough to dissuade you..
This reminds me of our christmas products were half off and someone tried to unplus a display tree because we were put of what they wanted and ot was already decorated. Mind ypu they got on top of the shelf to do this. It took alot of an power to to get to let go of the tree
