The hallow zangetsu was there from the start and seeing how his life was in danger it makes sense for zangetsu to take over to save Ichigo during his training with Urahra to regain his soul reaper powers.

I did it so that urahara was surprised by the development of the whole situation, that Ichigo's power was gaining such strength
