- When a new guy that Burgess is seeing gets involved with a current case she is left with a tough decision that puts Voight's trust on the line.

The Intelligence unit investigates the murder of a young woman and a powerful Congressman found unconscious with him in his hotel room. Voight begins to think he might have been set up. Meanwhile, Burgess begins to see a new guy, a prosecutor, however, things become rocky quickly as he becomes involved in the case.

Sharing things about the case, it makes her seem like she can’t be trusted
PD and the FBI are *supposed* to be on the same side. Kim is young and inexperienced enough that she hasn't worked out yet that, actually, the City, State and Federal-level agencies all despise each other and will let monsters walk if it makes their lives easier or pleases their political masters.

Why don’t all departments work together? It’s ridiculous how data is being held by departments because they don’t want to give it.
Probably a funding thing, the money goes to the best performing department/agency. That's my guess at least

The minute lives become expendable for a 'greater good', then you have to look at yourself in the mirror and ask if your agency is actually about law and order at all or if you're just enforcers for a different gang.
They weren't expendable. The victim was already dead. And I don't know about you, but if the options are wait for a bit to take down the entire gang, or strike now to only get one guy, then I'd rather the entire gang be taken down.

Voight needs to respect the boundaries of the police force
Voight is great at his job which is why he gets away with bending the rules more than others, same with House, an Gibbs. Sometimes to an unrealistic extent, but it’s a TV show and they’re our good guys.

While the FBI’s attitude to the girl who was killed is cold
They do have a point with hundreds of lives are at stake if they don’t take this group down and risking that to catch one criminal might not be worth it.
That’s not to say there attitude of just letting him get away when he killed someone is right.
But there logic is not completely wrong either.

I really hated how they wrote burgess in the earlier seasons. This episode (and that one was especially bad. She seemed so naive and frankly quite dumb, it was insulting.
