You need both and he was probably lying cause if you don't have observation haki v2 he will just say to go away
U need to buy arnament v2 and defeat observation haki boss and dont need to buy
you don't need to buy obs v2/ buso v2, as long as you have the option to buy them ( did the quest for them), you can buy dark leg v2.
