Free study in Finland but not for finnish people free. All is very expensive here. You must have lots of money. If you can't speak finnish is hard to find any job. Weather is cold, possible -35°c in the winter. Finns are not very social.
You could add that dangerous heat conditions are almost non-existent, there are no hurricanes or major floods. Also no dangerous earthquakes or volcanic activity. No significant air quality problems. Every home has clean drinkable water at low cost. Buildings and clothes in Finland handle Nordic cold winter with little difficulty and indoors it is warmer than in more southern countries which do not have insulation and heating systems in all buildings.
I tried to apply for euf..but i got stuck when the application form asked me to enter finnish personal identity code which i do not have but i have completed all the fills what can i do

IELTS is just one of the several English proficiency tests that are commonly accepted as proof of proficiency in higher education admissions in Finland. These tests are not the only method of showing proof.
Honestly I will say apply with your 3rd class but for your application write more about your strengths in my professional experience and your interest in the course
