You need to have a specific upgrade. And when you do have it, you just aim for the head with the whip while undetected. It doesn't work for all enemies, though.

​@ehrtdaz7186once you get all the combat upgrades, Indy can throttle any enemy with the whip, even the big ones.

Always thought it was a bit weird that using the whip to grab stuff doesn't make any noise compared to using it normally, but nice to know you can actually use it for stealth without alerting everyone
also what difficulty is this?

Actually you don’t need to crack a whip to wrap it around things. They added the sound effect in the movies when Indy did it because it sounded cool
