After that, Goku and Vegeta Jr. (respectively) powered up to SS1 at a future world tournament. Pan met a descendant of Bulma who looked exactly like her and she “mistakenly” saw Goku as an adult watching the match. She tried to chase Goku but didn’t find him as Goku said bye to the audience as he ascends into the sky. This represents that the Dragon Ball world is safe because Goku is watching over as the most powerful entity in that universe.

If I recall correctly, the ending of GT was that Shenron didn't want to turn into shadow dragons again, so he and goku went off to heaven(?) And he put the balls into goku for safe keeping. I'm probably wrong, but that's what I think happened.

Goku then undergoes some kind of change and comes back to life but he is different from the goku he was before. Perhaps he was still dead in a way or perhaps he became something else entirely, either way he leaves with shenron both to prevent threats from coming to earth and to protect the dragon balls after what happened to the shadow dragons. Goku’s fate might be a reference to Taoism (Ascension into heaven under broad daylight), where those who are pure of heart and virtue evolve to a higher plane of existence. This is supported by many artworks and folklore depicting Taoism featuring people ascending on top of a dragon just like with goku.
