There is a big 'elephant in the room' that your science did not touch, and that is Magma. No, not the team, the molten rock in the mantle underneath the crust. This is the key to both Groudon and Kyogre, because not only does the mantle contain rock, it also contains vast amounts of water. First, Groudon's ability to 'raise the land' is more similar to the method that created the Hawaiian Islands: by creating a geological hotspot under the region and causing earthquakes and volcanoes. Drought is more of a red herring. By opening the ground, draining additional water into the mantle, and raising former mantle rock into the crust above the surface of the water, Groudon can create additional land and decrease the water. Kyogre on the other hand wants to drain water out from the mantle, creating more water on the surface, and causing sinkholes that lower the surface of the land back underneath the surface of the water. You don't give Maxie enough credit, though. He is obviously bought and paid for by a hidden civilization of Flygons filling most of the Hoenn desert. They have agreed to help him overthrow the Hoenn government and install him as a puppet ruler of the humans in the region while allowing them to repopulate the region without fear of humans trying to battle them and capture them in their Pokéballs. If you think about it, if Maxie's plan to dry out the earth, and increase the land were actually legitimate, who would benefit the most? Those who are already built for desert conditions. And if the Flygon population explodes, and humans are a natural prey item for Flygons, this will now solve the human overpopulation as well.

Forget the exact values but it can be measured in like hundreds or thousands of miles per hour for air molecules so it pretty speedy even when "at rest" if it actually sat still as pictured life as we know it couldn't exist (obviously it's simpler if you ignore it so better to explain with a static picture rather than a thundering mass of molecules storming around constantly until one of them manages to get free.) 9:15 also can't wait for all the flash floods from incresed rain
