Actually they kind of explain it in the series where it’s widely known that the transformative effects of the potion are actually temporary. After a certain amount of time people who were changed into animals will change back.

😶😪... I had suppressed my memories of this movie. They are all flooding back now along with the regret from watching it.
I can't help but wonder it's because Kronk IS content to be in the shadow of other people's (original movies) shadow. First Yzma, then Cusco
Well Kuzko is a narcissist and megalomaniac so of course with the fourth wall breaking narrative he’s going to jump in a few times. He has a problem with sharing the stage lights because he likes things to be “all about him”!
But I agree it would’ve been better to just include him in the main storyline.
