Made a deal on a house with Krain Realty, btw not recommended. Deal went south and I lost 17k on my deposit, even with attorney who was basically useless. I highly suggest you do investigation of all do. When you have little you want much...remember this!
Why are lawyer fees so costly? Seems to be too much for a basic property purchase
Formal escrow agents in Costa Rica--are the rare exception. Most of the time, monies are transferred to the property owner (which made me most uneasy). This is after talking to half dozen lawyers there. Won't bore you with other details about the potential pitfalls of this buying property there.
So can you use a line of credit from a property you own in the USA to finance a property in Costa Rica?

Its been a very difficult process for me. Ive provided many documents and jumped through many hoops and compliance still digs deeper.
Yes the compliance in Costa Rica is no joke and can take some time.

Purchased it a few months ago. Yes, these will be turned into rentals for short term accommodations.
