Eggman realized that Sonic in close quarters combat was a bad idea, especially if its Werehog Sonic so he made alterations for his Egg Dragoon to move fast.. And it still didn't work
Within canon lore, the Egg Dragoon was built to be mathematically perfect as a hard counter to Sonic. Not Werehog Sonic however, which is supposed to be how Sonic beats him. Then Generations comes around and just says lol no Sonic wins anyway.
Are they NEW abilities? Or more likely, are they abilities that couldn't reasonably be used for the original fight? Why would he move his cockpit when it's already clearly at the hardest to reach location for Werehog Sonic? Previous fights have also shown that Werehog Sonic can easily shake off cold damage. It's reasonable to say he could of had these powers in the original fight... Until you get to the wall trap, which Werehog might not have been able to counter and could have broken the platform he stood on through the fight, putting him at a disadvantage if not outright beating him... Welp, I just broke my own argument. I'll shut up now.
Sonic unleashed is basically the game were eggmans dreams almost come true... He was trying to build the egg dragoon at the beggining since sonic 1 and in sonic adventure 1 he says he going to harness the energy of chaos ( I think its been a while since I've played it) to build "robotnickland" and in unleashed he finally managed to finish the egg dragoon almost but close harness the energy of the chaos emeralds then break the world into pieces unleashing dark Gaia which he harnesses the energy to build eggmanland .... The closest eggman has ever come to winning

Sonic Unleashed: You had to weak the Egg dragoon by using your Werehog skills Sonic Generations: You had to boost and get close to the Egg dragoon to beat it Sonic Forces: Lmao throw rocks at funny armor go weee
fun facts: you can actually see the location where Sonic and Eggman fought in Unleashed from the window in Generations Unlike Egg Dragoon in the unleashed which was a prototype, the one in Generations is the finished product
Forces Dragoon was a bluff to begin with. The primary power source, Dark Gaia, was gone, and the backup supply on hand, the Phantom Ruby, would be mostly neutered via interference from the Ruby that brought classic sonic to the modern timeline
But how do we even know if the generations egg dragoon used dark Gaia energy as this egg dragoon is almost complete different( in attacks) compared to the original and eggman could go below it inside of a smaller area which in unleashed was just green ball things and who even knows what the forces egg dragoon is powers by.... I also think that it’s a setting thing. Playing as normal Sonic against the Dragoon in a large hallway makes sense, as there’s a bigger focus on action then tension, there’s more space to run, etc. Meanwhile in Unleashed, it’s clear that Eggman’s lost it. After his dream Eggmanland is finally accomplished, his goal shifts to revenge. The boss fight is more tense, and playing as the Wherhog on a small platform falling to the center of the earth really reflects that tension and that feeling of there being no way out but through Eggman. (This tonal shift is reflected in the music, with Generations having a faster tempo and more focus on percussion, whilst Unleashed has more of a focus on the high strings, which is why this mix is so good.)
