Each of the messages of our Hon'ble Pradhan Mantri in each of his speeches has to be taken seriously, word by word as they inspire n take the listener to a different, higher intellectual plane. Though all speeches of Pradhan Mantri ji have dwelt on inculcating the noble ideals of purity in thought n action of citizens, this speech has a special edge as it conveys an incisive message to the steel-frame of the country, which PM Sahib rightly states, has crumbled in the last 15-20 years n needs to be reinvigorated with a steely resolve, conscientious attitude, accountability, transparency, judiciousness, keeping only the national interest in mind. His emphasis on Quality of delivery of services rather than statistical disposal, Outcomes rather than mundane outputs, is something that the higher bureaucracy should give a serious thought. His message is clear - perform n transform, as the political class is over-zealous for reform. His appeal to adopt bold practical, arbitration n conciliatory tones in resolving conflicts is a path-breaking approach. At the same time, he has not hesitated to caution against rigid, egoist attitudes in senior bureaucrats for synergic benefits. The clear message is - solve problems unmindful of who initiated the problem, provide resolutions in a self-drive manner to restore the rule of law that was trampled in the last 15-20 years or so. But the PM must also understand the underlying fear of brute investigating agencies who behave like typical old-mindset policemen, which is a big threat to fearless decision making. There r hundreds of cases where bureaucrats have been humiliated, punished n virtually murdered by the CBI just because the bureaucrat adopted a particular interpretation of law, which though reasoned-out, did not suit the vested interests. Till all such cases are withdrawn, the fear factor in bureaucracy would always remain n the effect of such brilliant n pure speeches would be curtailed. The PMO should issue executive instructions that all technical cases be withdrawn from Courts n dealt at department/ministry level only. Court cases should be limited to bribe/illegal gratification cases only. This would be tune with the amendment in Section 13 of the Prevention of Corruption Act; there is no point in making an amendment n not giving its benefit to those who have been pushed onto protracted litigation in malicious n vexatious manner. It is a big class of tough n performing bureaucrats who were pushed in the drain by the earlier govt.who need to be resurrected to give life to a dead bureaucracy n also to give confidence to the dormant bureaucracy. Nothing short of that would bring glory to the steel-frame of this great country. Only then will the vision of the PM see the real light of Ram Rajya, that we all aspire for. Jai Hind.

I wouldn't agree with your view that Indians don't want it. Without meaning or intending any offence, let me move a step ahead n convey that there is no other option. With the dynamism of the present dispensation, we r poised for a quantum growth in the quality of life. Exactly. Please get into the mode of fixing responsibilities and accountability. That only would be real professionalism. Punish those who decisions are struck down as patently wrong by higher judiciary. Punish those who take mechanical decisions and puttting a strain on the judiciary.
