However, there is also another version to this: the Hale family is one of the most powerful werewolf families that can evolve into full werewolves when they die or have enough power to do so (it runs in the family). Peter's full transformation was mutated because it represents his mental state which wasn't very healthy in that period of time or it was because he killed a member of his family/pack (like Deucalion). This is my own opinion so it may not be correct but I hope this helps.
