So unless the character's kit is design proof (Nago, HC) or abuses RC (Sol, Chipp) its an uphill battle match-up wise?
Maybe at the absolute highest skill levels. I think the game is basically balanced up to Floor 10. Celestial is when bad matchups become a problem. Nothing is quite as bad as Season 1 HC vs Goldlewis but there's still some 7-3 matchups in the game.
Nago and chipp can both go downhill if they do a few incorrect choices. And by few, I mean it's like 2 for nago but a lot of people keep doing it.

what’s the difference between brc prc and rrc mixups
Brc can turn light hits into full combos
Prc can skip recovery, allowing you to challenge an opponent trying to punish you
Rrc is very similar to prc, except it allows you to continue your pressure much faster, either with a plus on block true combo or taking advantage of the extra block stun to go for a more greedy option that can double as bait
All three can be fast canceled, but it's best used with rrc to force ambiguous high low mixups
Since brc slows the opponent so much you get the option to run multiple mixups in a row without threat of a challenge, but the other rcs don’t have much mixup potential
