Then, and only then, she can use that once in the battlefield but you can spawn as much as you want to spam peppers special ability
Her AI is pretty wierd. Her medkit drop cooldown is actually really short, she can drop a new medkit almost immediately after the previous one, but she will only drop if there are no unit include herself are inside one of her medkit range.
