What I always found so cool, and a clear sign a character got stronger is when an ultimate attack in the form before becomes a normal special attack in the next form
I'm always thinking the same exact thing!
It's fighting game "game design" logic , mostly in street fighter. The move that was a ultra attack in one game will become a full part of the moveset in the sequel.
It's different with Vegeta,the big band attack was a normal super in his base, but when he became SSJ it became an ultimate

I love Broly’s charge and his sounds when he throws ki blast
tien's ultimate is easily the worst. his neo tri beam does more damage to HIM than it does to his opponent.
It can't even hit properly and they can vanish every blast.
The health loss just adds to it's awfulness.
Just give Tien a custom move set and upgrade his health, it helps.

I use this video as a way of seeing what the super attacks do without having to load up a match, mostly because all the moves have the same five, bare bones descriptions. Really helpful.
I mean we were obviously supposed to know that "fires a short range ki blast" (On an attack that fires a ball with tracking) was the same as "fires a short range ki blast" (On a beam with no tracking that goes through other Super attacks) from their 6 word copy paste description
It is clearly just asking for our common sense really.

They used ultimates that were used in the series, unfortunately Goku never used Dragon Fist in the series, only that one Movie
Remix Belly was a movie only character so therefore he uses his movie attacks goku is a main character and dragon fist is not canon

TBH, Raging Blast 2 is basically a remake of DBZ BT3. All the super and ultimate attacks on BT3 are updated here. So are the graphics.
