Kinda yes and no. Your hero ranking is based on your 荣耀战力, honor points for that hero. Obviously the more you play with that hero. The higher that point. But that point system is heavily affected by rank, win rate and elo. At lower ranks, it is rewarding. Every win could gain u 100+ points, every lose is -40 to 60 to points. You will stop getting points even if you win due to a point ceiling for your rank. In order to gain more points, you have to rank up. Only then, do you gain additional points for that hero. At high ranked games. Every win gains you little to no honor points, but every game lost you could lose a lot of that point. One of the faster way to become server's best is to play summit games, which only unlocks when u hit a minimum of master rank. Every summit elo range has a honor point ceiling, meaning to get additional honor points, you need to increase your summit games ranking and those game ARE HARD. So to sum it up. You get top rankings by being both GOOD and EXPERIENCED with the game.

Look for server's best in the game. Most of them are under 1000games for that hero. For the same people who played the games 5000times, they can't get that much honor points as they are limited by their historical average. Although the honour point is reset at the start of a new season. The bonus is still locked to historical average. Which is why you see streamers playing on smurfs when trying to hit servers best. You could argue that even they have low game counts, they have considerable game counts stacked on other accounts, but still, in order to maintain a good historical average with the new account, you have to be really skilled with that hero.
jesus, 12k hero points is really ridiculous. Because points get increasingly harder to farm. Pretty sure he's top 1 simayi. People commonly forgets 2 of his skill description. 1. He deals damage as long as he pass through an enemy with s1 or s3. 2. He heals 20% of magic damage 5s later. Not sure what u mean by poke hero because he's played like quillen. He need early kills Pretty bad hero imo because he can't defend towers when snowballed. But a good counter to marksman and squishy mages
