i can see the train of thought being "get those leaves away so the fire doesn't get bigger!" but they didn't think that through...
Speaking as a landscaper, it's not uncommon for leaves to land on exhaust from mowers and leaf blowers and light a small fire. Usually it's noticed by the person behind you who hits it with their leaf blower and it puts the flames out and moves the leaves away from the exhaust.
99.98% of the time it is actually effective.
