I didn't undestand why Bison needs the energy bar for his Psycho Crusher and ball attacks and ryu and company does not.

How do become more consistent with charge characters as I am struggling with the motion input characters decided guile and bison are probably my best bet to getting into street fighter

Charge time is 40 (2/3 seconds) frames so for a lot of combos you need to be start holding charge as soon as you do them. Here are some combos that will help with execution:
Guile:
-(In Corner) Crouch LP xx Sonic Boom -> Crouch LP xx Sonic Boom -> Crouch MP xx EX Sonic Boom
-Stand HP -> Crouch MP xx H. Flash Kick
Bison:
-Stand MP -> Crouch MP xx EX Knee Press
-Stand HP xx H. Psycho Inferno -> L. Psycho Blast
Bison isn’t defined by charge in the way that Guile is (Guile needs charge for his best Anti Ajr and to throw his projectiles), so I’d say Bison is easy execution wise. There’s a learning curve to charge characters but once you can get the combos down, you will naturally improve using them in neutral. Hope this helps!
