you can host the file online, or local web server or in mikrotik hotspot folder
it shall work any of the just add the ip address accordingly in web proxy to be accessible to clients

How to use hotspot folder?

just put the reminder.html file in hotspot folder on mikrotik and then adjust the webproxy allow rule to point to that URL
