If someone wears a watch regularly, then gesturing to their watch-wearing hand would presumably be the natural choice. So this seems like it might be a deliberate quirk. Especially if that's a smartwatch. I'm not sure it is, but that would make it even more of a thing, because if you've got one, you're incidentally signing "time" all the time as you interact with the watch. Of course, it's also possible that he just learned to sign it on this one side.
