People not being able to walk while cuffed is so broken. Im sure its like that cause at some point, on 2.0 or something, it was a problem.. i guess..maybe?!! Bu still tho

It is skill issue. The cops outnumbered them, and had all the advantage. Its on them they couldn't keep 2 people off X. Its harder for crims to rescue a cuffed ally.
