You have to keep in mind that villages and cities were build in Europe long before the America's were even "discovered".
The reason those houses (not the floating houses but those in the cities) are sometimes in maybe illogical, even seemingly random, places is because those cities are old. The inner cities especially can be many centuries old. Streets and houses were placed more or less where and how the builder wanted them. And the streets were narrow, only meant for pedestrians, people on horseback or in carriages. Not comparable to nowadays traffic and building rules etc.

These houses are usually built on some sort of concrete pontoon.
Afaik yes, and every pontoon has its pillar for mooring, most of them are rented/owned by Germans from the nearby Ruhr area. IIRC one isn't allowed to be in them during the highest water levels (which happens less than annually say once in 5 years for 5-6 weeks). Basically building this way makes use of room in floodplanes.
Not on, but next to. attached with something flexible so it can go up and down with the water level.
The floating houses are floating but with piles on the site a view meters high that is supporting the house when it's coming up and down.
Those where floating House check out paris and the buildings on the canals. Actually have airbag's of sorts keeping them at level. And from flooding at high tides
I'd never really heard of em either, and I live in this friggin' country ^^;; Then again, there's less water over on my side, I guess that might be why.
The first ones are not real ""woonboot" (floating houses.those are houses that can move up or down but not really float like a boat

Don't you even know your own country? There are heaps of floating houses on Lake Union in Seattle - and throughout British Columbia in Canada. But I guess that's way too far for an American to travel? Does it embarrass you that I (Australian) have seen plenty of floating houses in your country and you haven't?
