i think we can all agree that the moment that Ben fell for Leslie was this episode, when he said "That was Leslie Knope". And the moment that Leslie fell for Ben was when he asked her to go eat at the flower mural which is Leslies favorite spot.

I think that for Leslie, it was way earlier - I believe it was during Media Blitz (where she looks at him with admiration when Ben defends himself). And that mural scene - I guess she knew that Ben is her soulmate😊

As I felt it that was the moment where they definitely decided that Leslie was in fact awesome instead of the useless buffoon she was initially. That's also when the show became great.

If you look back at earlier episodes, you can see how differently Tom, April, and the rest of the department treats her. In early episodes, they don't respect her or take her seriously. In fact they ridiculed her regularly, especially Tom. Yes, they did make Leslie less of a buffoon from season 3 onward, but the biggest change wasn't how she behaved, it was how other characters reacted to her.

Re-shoots of improved lines are also reasonably common, as the camera and sounds crews aren't set up to properly capture the moment. It's not that much of an inconvenience when you're probably doing multiple takes anyway. An example would be the ~"Where is Gamora?" "I'll do you one better, who's Gamora?" "I'll do you one better, why is Gamora?"~ In Avengers: Infinity War. The ~"I'll do you one better, why is Gamora?"~ line was improvised, and the scene was re-shot to properly capture it.
