Nightmare is OP for most normal players and compared to most other characters he just got too many good moves both in reach and Damage and Guard break properties plus he got ridiculous speed for his size and reach and his Ultra move that just goes through most of anything else!

It's down (raise up) 22 and immediently after the CE!
(but it's a *WAKE UP PUNISH* - work for every kind of ukemi tech)
