Yes they are, however, it depends. To my knowledge visitors visas are still not possible BUT if you're qualified and interested in being an ESL teacher you can apply to teach here. In addition, there are other visas that you could be eligible for but for updates on policies and changes I would recommend contacting the Chinese consulate there.
