a shrinking population is usually a negative indicator. When people leave a state you have less of a tax base to collect revenue from and that negatively impacts social services - and NY has huge financial obligations based on a growing population which it was historically used to. It's also suggests you don't have a growing economy providing jobs that can support a growing family or younger people hoping to start a new life. It also of course suggest a high cost of living, making it difficult to enter the house market either for renting or owning. Population increases also has it's downsides but Population decreases has more bad than good. The good might be future lower housing costs due to lower demand, although that might not be so great for future sellers hoping for gains in future price appreciation.
It’s “extremely crowded” because people actually want to live there. It means something in that society/culture actually works. As people leave, that means that the society/culture is breaking down. Which is not good for those who are left which tends to be those who are less educated, less wealthy, less married, and with fewer children.

The decline isn't super dramatic overall. The reality is that NYS--particularly upstate--has for the lives of most citizens been in perpetual decline. New York State has had millions of productive people leave for greener pastures with the seemingly endless blue collar job layoffs going on. You'd think NYS would want to attract businesses, but in reality they don't care based on the ever increasing taxes. You'd think given the robust education system it wouldn't be very difficult to attract people up here despite the weather, but I've seen no changes. I personally think their backup plan is to replace everybody with migrants/refugees.
Policy since the 1970s has de-emphasized the family unit and many non-profits/NGOs have targeted the nuclear family as something oppressive.
