I believe it's a 6mm 20 gauge closed jump ring like this: beadaholique.com/products/jump-rings-closed-6mm-diameter-20-gauge-20-pieces-gold-plated You can go a bit smaller too, it mostly depends on how big you want to make the tassel, you'll get a sense by eye of what the right scale is.

is the ring a closed ring or does it have an opening?
+rachel ecker It's a closed ring. You could use an open ring, but it's not necessary for the technique and the closed rings are stronger.
