Yes, you can own a tank. It’s considered a historical vehicle. You do need a permit from the state, and if you’re going to drive it anywhere make certain you inform the police so they don’t freak out that you’re driving a war machine down the highway (they are still armed with their main guns, they don’t always have the MGs installed, but the one for sale does. Don’t want people panicking because believe me, they will). Also, unless you want to go through the nightmarish process of getting a federal explosives permit, make sure the gun is disabled.
To add to the lore, If it's registered for demo work, you can purchase and keep shells.

With regards to the tank thing. Yes you can own one, however all armaments on it have to be disabled and non repairable. past that, yeah completely legal to own in the States.

You can direct it outward, but it's always cast from melee range outward.
