It's a private strip he just uses for his own plane and local friends and family. Getting a PPR response is hard (and critical because sometimes the strip is not usable!) I only managed it because my parents live nearby and have mutual contacts with the strip owner. It's actually quite a dangerous strip with a camber, humps, trees, a public footpath crossing the runway, telephone lines as well as pylons on the approach to one end. There's even a slight ditch across the runway that you need to have rotated before or landed after! So it's not for the faint hearted!
Piltdown is a great airfield, many happy days flying out from there...
