I'm very much doubtful of an 11th team actually entering F1 until we see a proper Breaking News announcement by F1. The style of the announcement they did make was the kind they respond to controversies or issues, not them being excited for a new team. And the use of 'agreement in principle' is as much of a guarantee as you going for a job interview and the employer saying we'll contact you if something comes up, F1 and the teams are just waiting for GM Cadillac to put a foot wrong so they have just cause to tear that agreement up.
"Agreement in principle" is the wording being used to cover for the fact that they obviously don't know for sure whether GM, a brand new team from scratch will be ready for the date and they want to be covered in case they don't - but it's also the wording you use when it is clear that you want it to happen. Both parties benefit from the new arrangement
It's the typical "announcement of an announcement" social media post that's common these days. They're announcing they will in the future officially announce the new entry and that will happen once GM actually signs the upcoming Concorde Agreement.

This is good for Formula 1 imo, only question will be how much money GM put in and how long it will last without podiums and wins. 5 years, maybe?
