I'm surprised to hear Google Brain gives more research freedom than Deepmind. I thought Deepmind would be more on the "pioneering" side of the research while Google Brain more practicality driven. Perhaps because I'm looking at these companies from the perspective of a cognitive scientist -- not sure whether a cognitive scientist (who's mainly interested in the science of human mind, building accurate models of the mind, not necessarily better intelligence) would also have the kind of freedom she speaks of at Google Brain.

True, it might vary as per the role too and also I think the team. Some team might be more practically driven while others on exploring new topics. In my another episode with Dr Tambe he works on more practical side of research “AI for social good” where applications could be of importance. Your observation is correct though.

My impression was that they each offer a different kind of research freedom. At DeepMind, you can do anything (however impractical) so long as it aligns with the company's overarching mission. While at Google Brain, you can have more freedom to do what you want to do, but it probably has to pass some kind of common sense practicality check first.
