in my town, banana clumps do not completely die out after a harvest of a banana bunch and the cutting off of its trunk(which is used to feed pigs). there are always a few offshoots from the clump that grows up to fruit later. we never had to replant the banana again like what is done here. perhaps the specie used may have something to do with that. those are not 'seeds' technically also but simple offshoots or stolons.

The "70% rice hull burn". Looks only partially burned, not truly "ash". Maybe best of both worlds, rice hull ash and compost. The ash is highest in potassium (something bananas need in quantity). It also contains phosphorous, calcium and magnesium. Since these are all in organic forms they are in perfect ratio as is, nothing in rice hull compost will burn your plants. Any dead/dying banana leaves can be cut off and thrown down around the bananas further adding to the organic matter and fertilization. Sn: Dried banana peel can be burned and used to make lye.

I don't think it's compulsory to put that
You can use wood ask to protect the suckers from bacteria.
